Black oxide is a corrosive process similar to Parkerizing or bluing. It needs oil to protect from moister.
black oxide is essentially black rust, and is not particularly stable, it is usually oiled or waxed to get it to you without rust, but after assembly, if rusts easily.
Black oxide stainless steel will not.
I've been using black oxide alloy fasteners in industry for 45+ years....it needs oil or it will rust.
