I live in Albuquerque, same elevation as Denver. The stock CV carburetors that were installed on that era Harleys run fine at this elevation. Changing the jetting will help improve the performance, especially if you open up the intake and exhaust, but it shouldn't be running poorly with stock jetting.
That's a fifteen year old bike, I suspect that some of the passages and the jets may be gunked up with gas that's gone to varnish, especially if the previous owner has let it sit for a long periods of time. How many miles are on it?
Another thing that can happen with CV carbs that have been sitting is that the slide diaphragm can stiffen up and get slightly brittle and then develop tiny cracks or pin holes in them. If air can get through the diaphragm it will run poorly.
The last thing I can think of would be a hole in the float. Those babies really need to float, not sink.
If it was mine I'd check all that and probably do a rebuild before chasing down jetting problems.

Apprecite the feedback and apologize for the delayed reply. I havent taken it off and cleaned it thoroughly but have hit it with some carb cleaner. Adjustment wise it seems to only have an idle speed adjustment which is a little aggravating. The damn Chinese carb on my kids mini bike has more adjustment options than this Harley. 😂 I fiddled with it and it backfires a little less but now makes a Fish bowl sound or burping clogged drain sound when waters just getting through one gurgle at a time is the only way i could describe it. It did sit for a long time so I think a proper cleaning is likely in order. As far as top end power Ive ridden it a couple months now and have come to the conclusion that the 5 speed is to blame. Its only an 88 but could still use a 6th gear imo. Past 75 mph seems like it works the engine to death without one more gear.
Clogged main jet. Replace it and all other jets. Replace petcock and fuel filter.
a new or rebuilt carburetor doesnt cost much more than a do it yourself rebuild kit.
