While the OP really didn't do a good job of explaining what was broke, it looks like he's trying to epoxy the tab that holds the tail light base on . I wouldn't expect epoxy to hold as shown. OP might get away with epoxying a tab if the tab was re-made with a large lap joint (say about 4-6 square inches on the inside of the fender.
The repair probably should be be welded. From what I can see the weld paint burn can be covered up by the tail light base if the heat is controlled with damp rags. In order to do the weld the tab should be welded from the back which means removing the fender.
I don't think that the taillight bas is pot metal. For the last 20-30 years, it's been made of plastic.

Make a mount for the backside of the fender and pop rivet it on, or match drill the tail light base to the fender and bolt it on.
Wow, had a pro come over to do the work, and he did a GREAt job. He used a MIG on it and what professional work he did ....it looks like nothing has happened, looks original. you cant tell it was messed with it . sorry i didn't take a pic. his charge was $85.00. took his time probably a good hr. grinding and tacking and filling. I am so happy. gave him $ 100.00 and took some cards from him. put the brand new tail light back on with a smile
