I took my seat off today and noticed this in the wiring. No idea how long it has been like this or what it even was. Its totally burned out to the point of dust. Most of it just crumbled away.
Purple and grey are the colors of the wires going to my turn signals on my '99, so my guess is a load balancer like others have suggested. If you have LED lighting, you'll need to replace that. Mine just plugged inline without cutting wires.
