13" wouldn't do that. The difference is negligible. It's in your mind or something else is wrong.

Yeah, I know that. I rode dirt bikes for many years. The H-D Pan American is tall for a reason.
All OEM Dynas came with pretty much the same lenght shocks. Drag bikes and custom bikes were always lowered, if not the stock height.
The King of the Baggers racing league features H-D RoadGlides setup for racing, where the Riders extreme lean angles happen at high speed turns. I understand that need for ground clearance riding off-road and for high speed lean angles.
I still enjoy zipping through the twisties some, and I've scraped the footboards and bottom of my bags on my StreetGlide but, why the need for such a Tall Dyna for street use? Unless you just enjoy doing donuts, to the left side where you might scrape the Primary case.

I've watched the Thrashin' Supply videos, and the Hooligan stunt riders. I think it's a SoCal thing where the Dynabros are lane splitting on a daily basis. Thus, the need for the tall risers and T-Bars so their hand grips ride over and above cars outside mirrors. That's my guess.
