I have one made from super heavy duty stainless steel. It bolts to the rear bolt on thebelt guard. There is no light on/in it. I made it before I decided to make a set of quick detachable bags for the old lady. It's your's if you pay the shipping. I'll post a picture for you on my flickr site in a few minutes. Let me know.

Check with JakeinIraq. I think I remember a post where he said the one he has said it was for up to 05 but it fit his 07 Lowrider just fine. Not sure how much he paid but I don't remember it coming up as being real expensive.
I got mine from one of the many "fabricators" on ebay. Just be careful. My first one broke off on the freeway and I lost my plate in the process. My second is doing great though. Went through a different person this time. Just type in side mount plate in a search on ebay. Any of the ones that bolt onto the lower shock mount and most axle mount ones will fit.
Kuryakyn makes one that will fit your bike. Part number: 3173 Price: $119.99 It is a side mount license plate holder without a taillight. Don't know if this fits into the "reasonable price" category, though.
I paid about 15 or 20 bucks for a bare bones one I got off a forum member. No lights or even paint on it but was a cheap way to get the plate off my rear fender and looked pretty decent after I sprayed i black and put a chrome trim ring around it. Bolts right up between the belt guard and the rear bolt holding the belt guard on.
