That chrome tube on the down tube is a HD, (High Dollar!) billet storage tube, #64100-03. You might want to sit down before you look up the price bro. I use it for my tire gauge, registration and insurance papers and such. They sell two different sizes 10" and 7", this one is the 7".
It's pricey, but a well made heavy material item. It has screw caps with o-rings on each end. Here's a better pic of it:

Thanks for the compliment and tips, I'll check into those ThunderMonsters from Big City Thunder. Always looking for new ways to wake the neighbors. As for the snakes here in Guam, I've only seen two and one was locked up in a cage and I've been here a little over a year, but point well taken. Actually, the USDA has a pretty good program in place and they keep them at bay pretty well.
Not to steal his answer but they have them in the HD catalog. I just ordered the chrome lower motor mount cover from Kuryakyn...It's a little different.
Tonight I installed the "quiet" baffles in my Bigshot Staggereds. The sound is a little more rumble and less crack. After 6000 miles my right ear has a ringing that gets worse after a long ride. I was getting a little tired of the noise plus even with the jet kit, she runs a little lean, so I hope some back pressure improves the situation. Who knows, I may pull them out and put the regular baffles back in some day. It only takes about an hour.

Wideglide 05 is right, I got them through Harley, actually through M&M, but I did have to order the vivid black paint color to match my black tank bottom.
