They are from Midwest Cycle Supply. I checked their online website/catalog, and there is no mention whatsoever of these being polyurethane. Hopefully Hill Country does the right thing...
They don't appear to be any different than my stock ones. Is the difference immediately noticeable? Did they send me regular rubber ones?
+1 on Doug's response. I put mine in yesterday morning. Much different than what I pulled out from a firmness perspective and after getting the bars bolted back, all I can say is HELL YEAH!! No more sogginess in the bars. Went out for a 100 mile ride afterwards and couldn't have been happoer with the results.

I checked your link to ebay. They do say they are black, and as stated they should be noticeably harder. I bought mine from HD, locally.
They were somewhat translucent,and I thought one piece.
Hopefully, some others will chime in and confirm for you. Looks can be deceiving.

I think there are a number of applications. Mine were Arlen Ness, black, 2-piece. As like yours, noticeably harder out of the package and no play in the bars after installation. Mine were part of a flush mount kit supplied by Ness.
Thanks for the responses. I'll make a run to HD tomorrow (not that I ever need an excuse) and compare the ones I got with the HD version. All I know is these look like the rubber ones, feel like the rubber ones, and feel as soft and pliable as the rubber ones. If it looks like a duck...
