do i need to jack the front end up to replace the lock washer on the steering stem and do i need to loosen the pinch bolts on the lower tree

yes you do and just follow the manual, you have to do the drop away test to judge wether your head needs adjustment. If you have a late model Dyna check your engine mount as my clunk was loose engine mounts that the dealer didnt check and just assumed it was the steering head. I tightened my mounts and now no clunk and better handling/less vibration
