I had my heat shields ceramic coated and they have held up very well. I have some pics in my gallery. they only cost me $50, and in my opinion it was well worth it. no need to ever touch those up.

I powder coat 4-5 sets of heat per month on average. As long as you go with a smooth finish powder and not a texture you won't have any problems, and using a hi-temp specialty powder really isn't necessary.
The rule of thumb on powder coating exhaust parts is; only the areas of chrome pipes that discolor (blue) are too hot for powder. That's usually only the first 12-18" of the pipe and sometimes a spot on the muffler if it has a very restrictive baffle. If your heat shields get so hot to discolor you have some serious engine problems.
Had mine done in normal crinkle black about 14,000 miles ago - not a chip yet and I ride 4 miles of gravel to get to pavement...Used Rustoleum BBQ on the SEIIs. Again, haven't had to touch 'em up yet.

I painted mine with some high temp BBQ paint a year ago, I have logged an easy 10K miles on my bike with them that way and no issues with the paint coming off. The key to a good paint job is taking your time preparing the surface.

I'm picking up my heat shields tomorrow from the powder coater and went with a flat black. I'm removing what's on the bike and replacing them with V&H Short Shots staggered.

Well, here's my idea. I like how the chrome contrasts agains the black, but I love the bike Roland Sands built for the 2007 Fatbook. I want the exhaust he has on the bike, but it's only made for a softtail. I was thinking to black out my heat shields and then put some kind of chrome piece on them for contrast similar to his bike. If I could just buy the stupid exhaust and put it on my bike, it would be a done deal......... or can I do just that?
