I prefer the EVOLUTION engine (blockhead) and you can pick up an Evo Low Rider for a song if you shop around. If you buy a Sporty (nothing against them, even the new ones have evo engines) if you're anything like folks I've known, you'll likely be jonesing for a big twin a few months after bringing it home. Practically speaking, however, you're better off with a Sportster for town driving in traffic. The Sportsters in the new "dark" line are very good-looking.
I say buy an Evo Low Rider and make sure it has at least 10k miles on the odometer. Letting a bike sit (i.e., not riding it) for long periods of time is very damaging to a motorcycle.
I bought an 02 low rider last year - had a 883 Sporty before that. Love the low rider & have made some mods, but even stock, it was great.
With city living & traffic, the only mod you really should consider is the reduced effort clutch from Harley: PN 36808-05.
No traffic here, but went to it because of a hand injury - made a huge difference. Have mine set up to tour or can go barebones.
I had a sporty first. Great handling bikes (keeping in mind we're talking about HDs) and fun to flick around. I got a LR a year later and love it so much more. A big difference is the sporty carries the weight up high which will wear you out in traffic where as the LR carries the weight real low and isn't as hard to keep up at a light. Also, the sporty is smaller and will have a more cramped ride. Either way, you'll be welcomed in to the HD club.

get into the twisties or straight roads for hours...i ride here in the n. east all day with no back or butt probs..8-9 hrs a day,,,great ride..good luck..ryd..
Must be an 02 thing because I got mine for a steal with 5k on it. I don't have any other Harleys to compare it to, but I do plan on keeping it for a while because it's comfortable and it's got a ton of style!
If you don't have a lot of money, I would suggest getting an older LR. It will serve you well, you'll probably love it, and most folks will have no idea what year it is anyway.
