Very amateurish job. Especially the cables/wiring on the handlebars and the sawed off exhaust.I agree, it does look like the guy had a sawzall fetish. It also looks like this guy has more money than brains. But if you wanted a bike with low miles, I'd offer him $3,500 below what he's asking and have plenty of money left over for a new fender, fender struts, and exhaust system.
I've heard the fender struts are part of the frame. I'm sure it could somehow be made right. Not 100% "correct", but it's not like it's a classic bike where this will matter.

I could fix it.It really needs to be dropped but you'd have to go way low to make that fender look decent and it needs to be trimmed up a bit.I don't know what they're trying to do with the pipes but no way I'd run it like that maybe add a foot or so length of pipe to the ends and wrap em.Like I said I could fix it.

at least he could put some touch up paint on the cut he did to the fender, so it would stop rusting. the bars are the only thing that gets my vote. besides that wasted some good money there.
