I get the 4 month wait for the bike and I'd say ride and go back later. But did you order the other stuff when you rodered the bike? I see your in No. Dakota but last I checked you guys had UPS and FedEx service. What gives?
I would go pick up the bike, toss in a service manual, and cancel the service appointment for the installation of the pipes and bars. You can definitely do that yourself. Who knows, you may ride it for a week and decide to stick with the bars, or go with somethng different. Enjoy!
Installing the slip-ons is easy.
The Fat Bob bars are internally-wired. Doing a bar swap is not for everyone. He's gonna need new cables all around.

Ride it stock now, have them do the work at 1k (as others have suggested).
Also, the OP should search the forum for other FXDFs with apes. A change of risers may also be warranted..

I rode my new bike today, and already have parts being delivered for it LOL.
So I get home from work and there is a voicemail from the local dealership letting me know my Fat Bob has finally arrived (ordered in January). Only problem is I'm still waiting on some slip-ons and ape hangers to come in. So I'm left with the choice to pick it up now or wait until the parts come in and they put them on. What would you do? You can imagine I've been waiting a long time for this to come, but I don't know how much fun it will be to get my bike just to turn around and drop it off at the shop again a few weeks later. Thoughts?
