I have an '08 Street Bob and went with 11 inch Progressive 412's on mine. Might be my imagination, but I think it did actually lower the bike more than an inch. It's a great look (not to mention I went with the black shocks to match the black bike).
My only problem is that I also installed a LePera Bare Bones seat. With the bike lowered, I had to set the shocks stiff to avoid bottoming out while riding two up. Combine that with a seat that is next to nothing and I am not that far removed from the hardtail that I just got rid of. The price you pay for looking cool I guess.
Get the 11.5" Progressive 412s and Progressive front springs and you'll be very happy! You'll wonder how you ever managed with the moco stock shocks -- BIG improvement.
I call it "the high price of looking cool". Usually it's someone cooler than me, or should I say "with a bike cooler than mine". I stopped trying to look cool when my feet started flying off the forward controls, LOL.
