i havent read what other folk have said here so i may be repeating,, BUT,, matt black is a very forgiving paint to use,, just go get some rattle cans and do it yourself,, i re-did my tank in the pic below and it comes out perfect,, the quotes you have got are totally insane!!

You think I can paint my tank badges while it's on the bike... ?
I was thinking of a bunch of tapped up newspaper and section off the whole bike,
then spray each tank badge (I have the big text that says harley davidson).
yeah i got some badges off ebay and gave it a shot,, i wanted to get a kind of embossed look with the moco logo, you know, so as not to give it too much emphasis as i also like the bare tank look,, it came out ace, very pleased with it.. The only deal with the standard Bob badges is how they would look all black, to me they looked like they would lose a lot of definition and kind of blob out, which is why i got the ones off ebay and shot them matt instead.. BUT there maybe some guy on the forum who has painted the stock badges and can post up a pic....
Just had that done to mine. Cost me 265.00 with stripping, welding, and repaint. The paint had to come from Harley and they charged 118.00 for a quart. I saw the invoice! The shop ate that cost though. They even undercoated the fender. Make sure they weld the clips back on or it's a bitch to rerun the wiring for you turn signals.
True PPG makes a color that is pretty close! i would just use a rattle can, light coats and see what you think... REPAINT THE WHOLE FENDER! do not just do the part they worked on, or you will see the diff in paints... for the badges just wedge newspaper behind the badge and you will be golden.. Chipster did his in green came out great!
- one thing to remember... painting is 90% prep, 5% painting, 5% finish.... take your time with the prep, make sure it is perfect with primer, hit it with lights at all angles make sure you have it smooth as glass then start shooting the fender. \\; start your spray with the can OFF the fender then go across it and stop painting once off the fender... this will prevent build ups that come with when the can first begins to spray. I have done ALOT of really nice paint jobs with rattle cans, just take your time... after your all done with it, i would let it set up for 2-3 days and maybe even heat it up a bit in the oven at like 125 for 20 min or so... just to help it cure. \\; when you are putting it back on use some painters take and cover the sides completely this will prevent getting scratches in the paint as you do it... rattle cans usually shoot pretty thin, i would get one of those gun attachments just cause it is a pain to shoot something that large with the finger thnig and your fingers will have a tendancy to get into the spray and not allow for even coverage... you can do a great job with a rattle can! GREAT job!
