As has been said, the owner put a lot of money into the bike. However, it's a good deal only if YOU want the upgrades. If they are something you don't necessarily want, then IMHO, the money would be better spent on something more aligned to your specific
taste(s).
As I said, just my opinion.

The paint scheme is a little 'out of my league,' but with everything else that's been done, it seems like a reasonable price. Hope you like chrome ...!

As I said, just my opinion.
I understand your point. My question would be then how much less could I expect to spend on a same year model mileage Wide Glide without all the goodies. Or I guess in other words could you consider a bone stock bike at the roughly the same price a better deal?

Well, there is probably $3g in rims alone. That paint scheme is a bit loud for my taste but for $12g and change, looks like a decent deal. I think that's what we'd call a "motivated seller". lol

This is in Houston, but a buddy bought an 05 WG bone stock, 2500 miles for 11500, about 6 months ago. 12900 for that one isnt out of the question, because according to NADA, it is worth 12900 with no extras. So I would try to get it as cheap as possible, but if you have to pay 12900, its not a bad deal at all.

like has been said its got some nice mods but if you dont like it why get it. Worst case get it and try to sell the rims and paint if you dont like them.

Ken,

Obviously the wheels and the paint job cost the guy a lot. How much that adds to the value of the bike is up to you. To give you a reference, I just bought a 2006 Street Bob for my wife for $9,000 and it had about $5k of parts added on it and only 5k miles. I've been looking on ebay and guys setting reserves above $10,000 are not selling their Street Bobs.
