Default Installing steering head?

Ok guys I had my steering head powder coated and now that I am reinstalling, the upper part does not want to sit on top of the adjuster nut. I am wondering if the area where these two meet needs to have the powder coat removed so they will sit squarely on each other? Does this make sense? If not I will try and post pics.

Posting pics of the problem would be a HUGE help.

Top tree sits a little loose and sloppy until you put the fork stem nut on and start to tighten down. You may need to sand the depression that the adjusting nut sits in if the powdercoat is real thick.
