Default top or bottom

I have recently got my hands on a 96 Low Rider. The tach is on top of the instument cluster the speedometer is on the bottom. Is that correct? I know, huh...

stock on bottom, some prefer to see the tach more easily for aggressive riding.

Mine are side by side

However, I thought the tach was supposed to be on top so as to permit easier viewing when under full throttle and near red line?
