Yes the forward controls are HD, I loved them they feel great when I ride, much better than the mid controls, good luck and good riding

Leave it on. You must live in California. C.A.R.B. requies it. If you get pulled over, and the CHIP notices it missing, you will get a real big fine and jail time. It is a fuel vapor canister.
Highly unlikely, for the CHP to know that it was supposed to be there they would have to be both really knowledgable about bikes AND really knowledgable about the EPA.Most bikes hide these things pretty well so for them to know that it's supposed t be hanging off the front of the frame is like I said highly unlikely.
