Once you've cinched up the bars to keep the risers true, stand in front of the bike straddling the front tire. Lock your knees against the tire. With the wrench in one hand, and your other hand on the handgrip, crank the riser bolt tight. Then do the other bolt and hold the other grip. You need to counter the torque of the bolt by holding the opposite handgrip.
Once its tight, and the riser clamp is tight, sit on the seat, push and pul the bars back and forth. If the bushings flex, replace them cause thats where your problem is. Factory bushings are notorious for going mushy after you've stressed them a couple of times by fiddling with the risers.

I have poly bushings, I tried having the bars on the risers and then tightening the triple tree bolt. and I've tried snugging down the risers with out the bars installed and then installing the bar. No luck.

I had the same problem when I installed my risers and bars. Couldn't get them straight for the life of me. I finally just snugged them down and then pushed into them and they mysteriously straightened out.
