questioning what dealer told me
For just pipes, you don't need a stage 1 a/c and a tuner. If you add the stg.1 a/c, a tuner is suggested.
I run the TTS Mastertune. This is the company that used to make the SERT for HD. Except it has more stuff in it, and you get the software to do your own tuning.... yes, you can do you own tuning runs.
I invested in the TTS because it uses the stock ECM which is more than capable to handle any mod you can throw at the engine.. (which I plan to do more stuff in the future) ..you don't leave a friggin module plugged into your bike.
Once your bike is warmed up (+165deg) and you're running, you are in closed loop... unless you twist to WOT, then it kicks out of closed loop, goes open-loop into a power mode. So, just opposite.... the majority of the time, you're in closed-loop.... not 99%.. but the majority.

With the TTS, you can change everything! That said, the stage one, with or without either component, pipes or intake, is still lean! Even with both pipes and Air cleaner and Stage 1 Download, is lean! The Stage 1 AC and pipes and stage 1 down load are only good, if using SE pipes. This is what this package is designed for. But, it's still a lean program!!! You will still have heat issues!
I just put some V&H on with the Stage 1 and SERT last week...you won't be sorry! Expensive yes, but it is like a whole new machine! Did everything myself in the garage and then rode it the 5 miles to the dealership for the download (took 15 minutes). Bike ran like s#!% on the way there, and like a red assed ape on the way home!

To tune the SERT on the dyno would have taken a few hours.
Then you are still lean! The Down Load is designed only for the SE parts, that doesn't mean you can't use it, but even with those SE parts, it's still a lean program. All dealer Down loads are EPA compliant, which equates to a lean tune. I would go TTS instead of the SERT. The TTS has more "tuneability" built into it. You will still have the heat issues associated with the HD Down Loads.
I got the Screamin' Eagle Race Tuner...the 2"x4" black module that cost $400 with the little red button. Says "Screamin' Eagle Pro Race Tuner" on it. With the download. Sure doesn't smell like it is running lean.
Starting in '07 or '08 the computer doesn't need a tuner for any stage of upgrade.
The H-D mechanics here are doing big bore, heads and cams without the need for a tuner of any type whatsoever because the ECM adjusts within 15 minutes to the proper parameters.

Changing anything will change the VE's of said engine.
The ECM needs to be recalibrated for the proper VE';s.
As for head and cam changes, the timing needs to be changed as well for the intake and exhaust valve timing has been changed, amongst other changes.
Please tell us what zipperhead HD mechs do this so no one will use them.
