questioning what dealer told me
I'm picking up a new FXDWG on Thursday. Wanted V&H Radius 2 into 2 pipes installed but they told me besides a stage 1 kit I would need a power comander or the race tuner kit. I've had several Harleys before and always changed pipes and had only the stage 1 kit with no problems. The 05 Road King I have now has V&H pipes and a stage 1, runs great.
Are they just trying to up sell me or is there something different on the 2010 fuel injection?

Ive been told, no matter who I asked, that I would need to install either a Fuel Pak or Power commander when I upgraded my exhaust. The only problem I have now, it the dealer told me that I would have to use a Fuel Pak (which I did), only to find out, that the power commander is more fine tuneable.
Dont get me wrong, the Fuel pak did wonders. Before, I was getting about 130 miles to the tankful. Now I can squeeze 200 miles out of it.

They may not be upselling you. Opinions vary even on this forum where we have nothing to gain or lose by you buying or not buying a power commander or anything else. I subscribe to the school of thought that the stage 1 download is still too lean to be healthy long term. I'd either add some xIEDs with the download or skip the download and go with a fuelpak or a power commander or something comparable.

One thing for sure you'll have to add some kind of fuel managment system or else run the risk of running the engine to lean, i have the t-max, but it's not cheap and not the only option, i've learned alot by just trial and error from other members on this forum,so the dealer is not blowing smoke just yet, most of the mods you can do yourself.good luck
Not sure this advice applies to closed loop EFI bikes. In closed loop, the tuner doesn't do anything (99% of your riding). An IED might be all the insurance you need. Can anyone (knowledgeable) comment regarding the need for a tuner on an EFI (2 o2 sensors) bike if you're just changing exhaust?

The purpose of the O2 elimintors that come with the PC lll/PCV for the Harleys is to prevent the bike from going into closed loop.
Back to orginal question yes you need some kind of Tuner.
