no you don't. What year bike? Access to the wire harness is different for pre 06 than 06+.
Pre 06 don't need to touch the tank... 06+ disconnect the fuel quick release and raise tank or move it back for easy access to the panel underneath.

You definitely have to lift the tank, but I think removing the tank makes the job more enjoyable; weather or not the bars are 'internal wired' or not, although I've always gone internal.
The plastic 'dickey' thing that covers the access to the underside of the back bone is easier to remove... for getting to the control plugs, and for re-stuffing them back in.
The zip tie holding the throttle cables to the side of the back bone is easier to remove, as well as the cables from the throttle body. This also makes test fitting/routing the new cables easier.
Checking the bolt tightness on all the fasteners that are under the tank is easier. The top motor mount is on the 'critical fastener' list of regular maintenance.

I guess if you’re into high speed, 'zippy-do' kind of wrenching on your bike it's not necessary to remove the tank... which isn't hard to do... and is easier to do, once you've done it.

If you are interested, get a tank lift and slap that sucker on while you are there. Very cheap mod and IMO is one of the best mods I've done.

It can be done with the tank right where it is, but it is a whole lot easier and I mean whole lot easier with the tank off.

thanks for the help guys, i appreciate it. Now the thing to conquer is the wire plug/connectors, and getting them off to run the wires through the bars...
