I used a fork bag that I purchased from a local leather/bike shop. They had the cheapos (20 bucks), and the good leather bags (50 bucks). I purchased a good leather one as it takes the brunt of the road grime down there as well as holds its shape better. I think any good leather bag would do the job. Mounts with the two straps from the bag very nicely. Sorry but I dont know the manufacturer.
I went to a Victory dealer actually, and picked this up for $20 to put on my IronHead (anyone who knows them, knows they need tools!). It holds it's shape just fine, does not have tons of studs all over it, and will hold a pack of smokes, hankercheif, cigar, cutter, and whatever else you need........I didn't put it that low on the bike but I have been toying with the idea....
what bike ya got? for the 06+ dynas you can just pull off your electrical caddy cover and put your documents in a zip lock, slide it behind the supports and pop it back on. nice, easy, and cheap.

that's a HELL of an idea.
i pulled that cover off the other day and noticed the support bracket and thought it could be handy for something.

The straps on the back of my bag are adjustable (stop it!), so it would fit wherever I wanted to put it (ok, that's what SHE said!). Here's a front view I just took:
