You do have to install it. Drop the threaded piece down on a wire tie,slide the wire tie thru the fender hole and pull the nut up against the under side of the fender,secure the plastic clip and drop the wire tie and you're good to go. You'll have some jiggle in the nut even after you install the clip. Get youself an o ring of the proper size or cut the end off an old piece of fuel line to cinch the rack down on.
The best way I know of is to use a cable tie (also called a zip tie). Thread the cable tie thru the hole in the hardware piece so that the piece rests at the bottom of the tie. Then stick the tie up thru the hole in the fender from the bottom. Pull the tie up thru the hole until the hardware is in place, then attach the plastic C-ring around it to hold it in place. Pull out the cable tie from the bottom.
Speaking of racks does anyone make a flat solo luggage rack?I don't want one that follows the curve of the fender.The one Harley sells is close to what I want but I don't want to buy thier mounting kit .I already have easy brackets where thier kit would go.
