I had the same issue before. Bled and bled and no change. I had my front end apart a few weeks ago replacing fork seals and instead of letting the calipers hang down like usual, for some reason I hung them off of the bars with bungee cords. They were upside down for about 2 days. When I reinstalled everything my lever was perfect. about 1/4 to 1/2in of travel and firm. Been that way ever since. Thinking I've always had an air bubble in there and hanging em upside down finally got it out. Dunno for sure but whatever it was it worked.
