There are a couple of ways to true a wheel. Harbor freight sells a balancer that paired with a nice dial indicator can be used for truing. I have trued many dirt bike wheels by mounting them on the bike without a tire and used the old sharpie taped to the fork leg trick. Which is just spin wheel see where marker rubs and adjust. Wipe off with alcohol rag and again and again until its perfect. Its crude but cheap and effective.
If I build my 21 inch in the next couple of days I will be building mine mounted with no tire so I can use the socket and ratchet to tune the spokes.
I will see how it works out. Its been awhile since I have built a wheel and must say am a bit nervous.
Remember that there are only four spokes in a pattern. Inner and outer, left and right. Get the first four right, and it just repeats.
Some wheels, like old BSA and Triumph, use only one configuration of spoke....all 40 are identical and with no bend (nailhead). Impossible to get it wrong. Same with the old FL steel hubs, although they are all bent spokes. You can only angle them the wrong way. HD XL and FX use 20 inner and 20 outer.
