Pretty sure that's on International models only. Some kind of F'ed up pollution control. Do a search (I forgot what it's called), there's an eliminator kit for it if you're so inclined.
yep, just on HDI models, it is called 'active exhaust' valve and its purpose is to pass noise emission tests in europe. there is also the 'active intake' thing in tc96 HDI models, same reason.
Take your bike along to your local Harley dealer and ask them to lock it in the open position. They can do it via their computer linked to the bike's ECM. No parts necessary for them to do this. You will notice a definite increase in performance.

Dont touch the valve. It gives you better torque on low end and better hp on top end. If all you want is noise, then lock it open.
My BMW car has one too and its quiet open or closed it just gives less back pressure open. More or less is desireable depending on the engine speed and load.
