Sounds like you need to get a custom paint job to fix it.
Supposed to put "pillion seat bumpers" on the fender. Mine hasn't gotten any scratches with the pillion on. Of course, now I've got four rubber squares stuck to the fender. So going solo it looks like crap now...oh well, I just leave the pillion on.
It did have them under the pillion seat ..I junked that set up and bought aa Dyna Low Rider seat instead.As I ride most of the time with pillion the damaged area is'nt seen..anyway rattle canned the damaged area with matt black paint (bikes denim Black)and it's good to go..

Those bumpers are on the bike's fender from the factory with low seats. A quick fix to those riding solo would be buy an bumper kit for $7 and apply to the raised areas on the seat instead of the fender where the raised areas contact.

lmfaooo..i did too, bitch came back with a foam rubber padding that we attached under the seat and keeps the paint scratch and mark free. I had to take her back.

nope, cut her loose, then spent the next 2 or 3 days apologizing to my bike.
rode like crazy and hand compounded, polished, waxed, and sealed the rear fender. looks factory new now.

I know you arent going to want to hear this but your only choice is to go with a custom black paint job with Ghost flames. Darn the luck.
I agree. a new paint job is THE ONLY thing that will fix the fender. If you don't, the effected area will bleed over to the tank and front fender. You are gonna have a mess on your hands and you can't be seen on an ugly chewed up looking bike (we have to help this guy out here).
