Default Removeable Part?

I was told by another rider that this part was useless and can be eliminated.

I have no idea what it is, but it seems to come out of the carb, down the frame, then up back beneath the tank.

I've attached a picture. I dont want to start choping things off without consulting the pros first!

If you have to take emossions tests, you might want to leave it on there.

You're not going to pass a legitimate inspection in CA without it. If you have friends its a different story. Or you can put the equipment back on before getting it done.

My question has been thoroughly answered!

Take it off but don't throw it away!
