Is '08 the only year H-D used the integrated risers on the Street Bob?

Yes...it is the great idea by some HD bean counter that continues to live on in the Street Bob......why? Could they really be saving that much? Worst part of the bike....swapped mine out with 2007 top tree clamp, wide glide risers and bars....V-Twin Manufacturing makes a top clamp that is a direct swap if you cant find the one from HD.
