i would like to chime in my 2cents worth. If you had new cams installed did you have them dyno the bike? If you did not then you might have to! You will probably need a custom map so as not to have it run to rich or lean. I have have had similar work done( gear cams, heads flowed, new rings and valves as well as seats) my bike runs rich I took my power commander off because it gave me problems! a friend of mine has a stock soft tail; he put on vance and hines big radius plus S.E. filter then installed a power commander he had similar problems, the power commander was the final cause for his problems. the solution remove power commander and install Harley's stage one download. My point is, power commander can cause issues with your bike similar to those you have described. Find and talk with people who have a dyno and either put yours on one for a custom map, see what they recommend for a tuner ( there are many to choose from and they are easier to tune than the power commander plus you wont need a computer. investigate all your options for deciding on what is best for your bike. The power commander does not easily fit under the seat on a Dyna and there are other tuners that are smaller that will. I am not trying to tell you what to do just to take your time in making a decision.

Her's another real simple test. Test ride the bike with the gas cap on loose, I'm wondering if the tank isn't venting to the atmosphere and allowing full fuel to the carb. If that's the case a new cap may be in order.
Thanks. The second time it happened, I remembered someone saying that on this forum (maybe even you), so I undid the cap all the way and there was no change.
