it all depends how much her feet dont touch the ground. Might just need to lower the back and not the front. I myself would do both. If you just plan to do the back I would change the shocks and stay away from the lowering brackets.

You will also need a lower kickstand or you can bend the one you have. I would drop it 1" in the front and 2" in the back. Use a heavier fork oil to stiffin it up if you go with a 2" drop in the front. I would also get her a badlander seat or a bare bones solo.
Don't know you or your wife ..... but some food for thought?
Let her learn on it and get her motorcycle endorsement. The 2 or 3 grand spent on the (used) bike will be money well spent. A year later you can sell and recoup most, if not all, of your money.
Better yet, if you are so inclined and situated, let her learn on a dirt bike like a Honda CRF230. There is nothing like riding the dirt to quickly master all the fundamentals of motorcycle riding and it is a lot more forgiving. 6 hours of dirt riding must at least be the equivalent of 24 hours of road riding. It's nice to learn how to handle a low side and high side get off, how to lay a bike down, how to unweight or weight the front end, etc., etc.
Just don't be in too big of a hurry to get her on a Harley. If you want to keep her around for a while and want her to be a good rider, start her out right.
