Brake Handle Issue! Engages Half Pull

Guys need to know why my front brake is acting up. When I pull the lever in it takes half way to feel resistance then when I release it the lever with stay half way and touches my fingers. Any ideas? its on my 95 FXDWG.

Return spring come off? Or corroded and needs to be cleaned?

It could have fallen out when I was swapping bars, it was fine before then after I put new apes on its all f'ed up. Brakes work fine aside from the lever not returning. I will have a look tomorrow for the spring thanks for the idea. Maybe a rebuild will be needed. Is it simple to rebuild the older pre 96 masters?
