I ride the Rock Store, Mulhullond and the canyons as much as I can. I follow the posted speed limits, don't make noise or draw undue attention to myself, park where I'm supposed to, have lots of fun and have never been pulled over or cited. Well,.... I got pulled over once on the 101 for speeding when I was on my way to Mulholland. The Chippie let me go with a verbal warning.
Since I have never ridden the Tail of the Dragon, I don't have anything to compare it to. However most riders who have done The Dragon and the California Sierras and Canyons really don't see what all The Dragon hoopla is about. I would like to ride it one day.
