The answer is to either drill or punch out all or part of the plug. I had the same experience you are having and I chose to take a long handle cheap screwdriver and grind a point on it and punch a 1/2 inch hole in the plugs and opened the holes up until I liked what I heard.
Do the mufflers you have say street legal and 88db on them? Many people including myself got confused about SE mufflers on ebay but I did manage to pick up the SE11 no longer made slipons with the removeable baffle later on from a member of this forum.

I'm thinking of making a tip to home depot and getting myself one of those really long masonary boring sets and trying just to bore out holes in the baffles till I like the sound. My second biggest complaint about these I guess is the way the baffles sticks out and you can see it.

All I know is the add had said SEII's and then I got hem and they are just slasg cuts in black. I only paid 75 bucks for them so I'm not totally pissed but the problem is they are kinda quiet not much louder than the stockers
I got some SEII's for my Dyna Wide Glide also and I was disappointed about how loud they were. Don't get me wrong they sound great but not what I was expecting. Meaning they weren't loud enough!
