Wind Buffeting
The pics were great, but tell us what you have. Also a little history of what did and didn't work.
I see your shield is low against the headlight. Did you try it there before installing the lowers? Did you try tilting it forward?
There is a lot to learn from mistakes and trial and error. I found my sweet spot, but I know of some Road King guys that had to do just what you did.

Seeing the big opening under your trees, I'm surprised that does it for you. In the many discussions here, it seems a general consensus is that filling that gap, or doing something to change the flow under the trees (there's something people bolt under there - a chrome deflector thing), does the most to eliminate buffeting.
Post up a pic of what you've got.
None of us care if it's HD or not, my only HD accessory is the QD windshield and LED headlight. Their LED is the only offering that I know of and it's a good one. The HD QD shield IMHO has the best mounting system, but can be adapted to fit other brands.

Here ya go:
Lower deflectors will work. So will either a fork baffle, or, in place of one, mount a tool bag to the front below your headlight. I'm willing to bet most of your buffeting is coming from wind coming up from under the shield.
One way to be sure, pretend you have engine guards on your bike and while running down the highway, put your feet up as if putting them on the top bar of the guards. I'm betting you will feel a lot less wind.

Yup. ... and you'd be amazed at how changing what is coming under your trees will change that.
That's fine for some areas around the country, but anyone who's ridden U.S. 12 between Bronson and Niles Michigan at night will tell ya that ain't gonna work! The bugs in that area are unbelievable at night! Like a rainstorm! A face shield gets completely covered by them in about 30 seconds unless you look downward at your tank. A windshield gets covered with them too, but it deflects them well above your head.
