The bottom tree doesn't need to be removed, it will hold the fork tubes and the weight of the bike when it's on the kick stand. No jack required.
The hand control wiring plugs may very well pass through the oval hole in the center of the top tree... the ones on my 08 Fat Bob did. If the plugs won't pass through they can be dis-assembled.
Remove the bar clamp and lay them on the tank with out dis-connecting the cables.
Unplug the hand control wiring plugs if it is routed through the top tree.
Spin the top stem cover counter clock wise to remove it.
Remove the hex nut and washer.
Loosen the top tree pinch bolts and the top tree should lift straight up and off.

where do i get the socket for the neck. is it a 1 3/8" are there any stores that carry that, or do need to order online

Sears or if you want cheaper, harbor freight if you have a local store

on the phone with harley. they said they dont know. i need a manual lol

harbor freight is close. i will go there for the torque wrench. sears is down by chiplotle so i can get stuff there too.

I am going to take a adjustable wrench and see if it fits. if it does than i will measure the distance of the wrench and take that info to the store with me

While you are at Harbor Freight, they have some decent digital calipers, they come in very handy and could easily measure this for you.

does the cap on the nut pop off or twist

To be honest with you I am not sure, have not worked on a newer bike trees. I doubt it pops off though
