Some earlier Fat Bob models came with mid controls that may help.
You can change out the fork springs and rear shocks and drop it down about another 1 to 2 inches. As for the weight of the bike its a lot heavier than Sporty. It just 2 times different from a Super Low Sporty handling wise. Slow speed tight turns could be a challenge for her.
Just a heads up. A lady in our group bought a bike that was to big for her and she is is still recovering from a serperated shoulder. She only rode it three times last season. Now shes looking to trade it in for a smaller bike now. Not trying to talk you out of getting a Fat Bob, I love mine.
Good luck, be safe.

Lowering the bike won't be a problem as mentioned earlier. A cheap method is using lowering blocks on the rear and then sliding the forks up in the trees. A different seat can lower her position on the bike as well as move her closer to the forward controls. I don't think you will find a better balanced bike for her. The FatBob has great handling characteristics and the engine guard is a good suggestion just in case...
Not being mean here, but I believe the reduced reach forward control will not be close enough if she's 5'2". I'd suggest considering a mid control mod: not only she'll reach the controls very easily but she'd be more balanced and in control in traffic, twiesties etc.
Also like other suggested, crash bar and lowering back suspension and sliding the forks up a little.
She'll love it and wouldn't worry about the extra weight, it's very balanced and if you lower it even further it will be very easy to handle especially given that she's not new to motorbikes.
