I got a tank just like that one, even looked lust like that last year early on after a wax job ...
and then, the clear coat started shedding .. flaking off like an egg shell ..
I took it to the Harley Dealer here in London .. they said tough luck,
I went to their Paint guy and he asked me when Harley was sending me a new tank,
he called it delamination and said the clear coat did not bond to the base coat,
said if I leave it the coat will keep right on cracking and peeling off all on it's own from the wind alone.
I have since returned to the dealer and they are going to send pics off to Harley
to see if they will accept any responsibility for it, ...
the bike is still under warranty and several years of extended warranty left ...
their paint guy has told me thast the primer must have been applied to the tank
before the base coat was properly cured ... this caused the two coats to cure without bonding
to one another ... causing the egg shell I currently have shining on my tank ...
that is where it has not fallen off ...

The paint guy is right, delaminating clearcoat.
Your "Harley Dealer here in London" is full of crapola,
and, it is not his/her call. The Motor Company makes that call.
