Default Painting question

hey guys i didn't want to ask a stupid question but i have to... i going to paint some parts on my bike and i have two people that i know that paint so the response of asking a shop isn't goint to work for me lol.. the parts that i want to paint i always here everyone say powder coating which i understand that but thing that i don't understand is when you powder coat something does that mean that it is going to be in a flat black? i want to paint my horn cover, rocker box, primary cover, transimission slide cover, derby cover cam cover, front lowers on the fork, belt guard, and a few other small parts now if i go and get the paint and just have someone paint it am i going to be dealing with chips in my paint possibly from rocks or you clear coat it? see im not even sure how to ask someone or tell them how to paint what which should be there job but i like to know for my self dont like to pick up the parts and everything is wrong and a mess and then i gotta go spend more money so if someone can help me out thanks alot hope to hear from anyone lol
