Did you not see my post 3 up from yours? The only way to get a 103 on a 2013 Street Bob is to HD-1 the bike. That info came right off the HD web page.
Well, of course, that is the only way to get a 103 right now. That doesn't make sense for Harley to shoot themselves in the foot with 2012 sales by saying, "oh, by the way, we are gonna have a 103 standard this August-September." If I were a Harley bean counter, I would slap a dealer-salesman in the head for spilling info like that and blowing away sales of a 2012 model.
My guess would be that te company has an overstock of all black 96" motors sitting on the shelves and they want to use them all up before the upgrade, being the only 96" currently with that look going into a frame these days, it could take awhile.
i was wondering that same question when i was working at gruene harley and they were rolling all the new 2012s out and everyone came out with the 103 versiion minus the street bob wouldnt have mattered though cause i love my bike and would probly just rather bore it and what not
Hell I'd love to see the all the 103's get bumped to a 110 for the annivarsary year. If they do that than the chances of a 103 Street bob could be good. I think somehwere i was told that a 110 is about as big as they can get with still keeping it legal

Totally mis-information bro! And if it were true imagine how the 103 SB would just bury the 103 FB huh? What about that?
I hope everybody realizes that the 103 is the same crankcase bore as the 96, + HD has increased the price of the 103 equipped bikes so it's like buying the upgrade to 103 only there no longer is a choice you want the bike : pay for the motor. So now all you need is cams and you have yourself a stage two, after exhaust, tuner and A/C of course, but without the cams an stg 1 you only gain 2 or 3 horsies.....
........... so looking back the SB is useing up the leftover 96"s, all the 103"s are useing up the 103" upgrade cyl's and HD is going to have something else new out in a year or two....... Very clever strategy I say!
This is all Just My Opinion and conjecture at best as I have no proof to back any of this info up, it's all just a theory I have cooked up. But ti makes sense to me.
