Issue w/ HD Layback Turn Signal Relocation

Issue w/ HD Layback Turn Signal Relocation
I attempted installing the HD layback license plate mount and turn signal relocation kit last night. The issue I am running into is this. At the end of the threaded bar, I put the jam nut on, split lock washer, and the bullet recess cover. Then when I put the turn signal bullet on the end of the bar, and tighten down the jam nut. The recess cover is still loose and wobbling around. Anybody else run into this?

If your putting the jam nut on the threaded shaft first followed by the lock washer then the recess cover and then threading on the bullet t/signal to the shaft,your doing it correct.After threading on the t/signal to the shaft,hold in position and turn the jam nut counter clockwise to pinch the lock washer and recess cover between the t/signal and jam nut.Good Luck
