Chrome wheels rust

surface rust is very common on spoke wheels in the location you mentioned. Chrome cast wheels will do the same but differently.
What you are seeing is a lack of maintenance, chrome requires maintenance. Cleaning is a maintenance when it comes to chrome.
I do detail at times for folks. chrome spoke wheels can be a pain if not cleaned properly and often enough. you can go to walmart in the paint department and get some 0000 steel wool. It will clean the rust off and not scratch the chrome. Smaller parts are difficult to chrome entirely. Proper timely cleaning will eliminate this. This is one of the reasons I do not have bikes with spokes. Flats is the main reason. They have tubes.

What happened to good ole elbow grease and a little maintenance. There is a myriad of products out there to take care of rust on chrome. While you are on your bended knee maybe you will see a loose bolt or something else that needs looking after.
