i think the license plate and brake light would look good with a wide glide rear fender.IF i go that route will need to get the fender painted so will have to wait a bit
That does seem an expensive route but it will look damn good.
My plan with the new bike is to do the same as in my pic but have a black plastic lamp maybe 5" by 2" where the factory lamp was (between the curved light and reg plate) so it illuminates the reg plate. This way I can keep the factory reg plate fitting for now and you can't see the big black void between the led light and the reg plate. If I do the move the reg plate to the side like you want to, I could just repair the plastic I've hacked away, loose the reg plate fitting fill it and paint it all black!
If you want to clean up the rear end, but not relo the plate, the Cycle Visions Fender Eliminator is slick (it's what I have) Personally, I think it is the best option short of going to a new fender...

Just need to see if there is a UK distributor first. There are plenty of "Tail Tidy's" as we call them for sports bikes, but don't see many for Harley's.
