I don't think this issue has anything to do with the shocks. Something happened and your plate. Somehow it got pushed back up and hit the tire. That's the clank you heard. IF it was a shock failure, your bike would be very soft on the rear end and you would know it right away.

I'm from the UK so I do say weird things
The latest from the Dealer and from Harley themselves is that "the shocks were set a little soft". Now, this was setup by the dealer, I've never made any changes to the bike because I didn't want to risk the warranty.
