stained powder

I had my tins powders a flat(ish) black and recently noticed some stains on them that won't clean off with soap and water... its like the powder absorbed some oil or something.

I think some stains are overspray from engine brightener (dammit) and one is strangely from a hat that I bungeed to the back and was touching the fender (I must have been sweating a lot that day)

Any tips on how to clean up flat black pc, or am i stuck with it til I get the tins redone?

For what its worth I use armor all cleaning wipes on my stock denim black paint.
