Hell, think you got it rough, mine is difficult from second and almost impossible from first! Sometimes I have to turn bike off to find neutral. Have to put it in neutral on the Triglide to use reverse. Only have 500 miles on it but the grip on my left hand is really growing strong holding clutch thru our long red lights.
I have a new fld. I changed my bars to apes and after a few days had a similar problem. Realized the clutch cable needed to be adjusted and now I can find neutral from either gear. I would start by checking there first.
You need a very light touch to downshift into neutral. Rarely I will do it, if coming up to a long light with no-one behind me.
For those who have trouble finding neutral from first, try rolling your bike a bit while kicking up. It becomes automatic after a while.

Notice for example if you are riding your bike down a slight hill in 3rd and you try to downshift into 2nd, see how the trans is spinning up and that is harder?
The gears are trying to mesh. Some bikes do this better, there are "thrust" mechanisms.
While you can indeed find N from 2nd doing so is dependent on your environment.
Say for example those of us here in the Tennessee mountains vs. flat concrete city streets.
All-in-all mechanically it is best to slow your bike to 1st and go into N.
If you could look in your trans you'd see why.
I have a 2000 FXDS, and dropping from 2nd into neutral is touchy, as well. It doesn't sound like anything is wrong with your bike, it is just the way the '98-'05 Dyna platform operates.
It just seems wrong for it to be acceptable to say it is supposed to be hard to get into neutral when going down gears and if it does go in, then it's ok if it pops into gear on its own.
