I would start with replacing the battery. It's almost seven years old and needs to be replaced anyways. It just might be that simple.

My 2 year old battery failed...it would be the right voltage but failed the load test

Testing battery soon letting it charge up for now, then I will take it in.

Any other ideas I am all ears.

Not a bike mechanic but am a pro on cars. We see things like this on cars when the diodes fail in the alternator. It won't set codes or set codes that make no sense. Hook your volt meter up to the battery and set the meter for AC voltage. Anything more then .5 volts will cause problems you have described.

Not a bike mechanic either, but have done electrical work all my life. The OP said that he was getting erratic readings voltage wise with the bike running. From what he described the battery seems to be doing it's job. With the known problems with the stator on the 06 I would be more apt to persue this..

I was thinking that the dealer tech has diagnosed a 1000 Stater failures because it is so common. I was thinking of something other then just the low hanging fruit.
