I'm pretty sure the stock risers and bars are 1", but it's been awhile since I changed mine and I don't have them anymore.
It really doesn't matter though if you're replacing both. Just make sure if you buy 1" bars, that you buy risers to fit and vice versa. You can also buy drag bars with integrated risers like t-bars but with the pull back you want. Rooti just posted some pics of his pull back drag bars. Wild 1 makes some pull back drags with risers.
I recommend maybe look at something like the HD Street Slammer with integrated risers. They have 6 inch pullback built in & in my opinion look much cleaner than a separate bar / riser combo.

I have a 2013 FXDWG and bought some 14" Outlawz from a buddy, but, they're 1" at the riser. I like the bars, but, not sure if I should get smaller risers to accommodate or just stick with 1.25" and get different bars.

It's perfectly safe. The 1 1/4" thing is, for lack if a better word, a fashion thing. They just look cool being fatter. A lot of 1 1/4" bars actually have a 1" diameter section at the riser area.
